Council approves two routine resolutions on E‑911 and road salt; other items move forward

Canal Winchester City Council approved two routine resolutions at its April 7 meeting: one accepting the Fairfield County E‑911 final plan and a second authorizing the city to participate in the Ohio Department of Transportation (ODOT) joint road salt contract for 2025. Both measures were described by staff as annual, procedural items required because the city is an entity within Fairfield County and participates in county and ODOT cooperative purchasing.
Resolution 25‑012 approved the county’s updated E‑911 final plan. City Administrator Matt Peebles told council the update flows from a state law requiring jurisdictions to adopt updated plans; council members had no substantive questions.
Resolution 25‑013 authorized the mayor or city administrator to execute the city’s participation in the ODOT road salt contract for the 2025 order. Staff said the city requested 300 tons for the coming season — up from roughly 100 tons in prior recent years because of heavier salt use this season — and that the contract is a statement contract with fluctuating per‑ton pricing; staff characterized year‑to‑year price changes as minor this cycle.
Both items were moved, seconded and adopted by roll call during the April 7 council meeting. Other items on the agenda were discussed in the preceding work session: an ordinance to set an exclusive resident reservation period for city facilities was amended and tabled for staff follow‑up; a DORA expansion was adopted after a public hearing; and the Miller Farms development team presented a revised plan and said it would return with additional commitments and documents for council and community review.
