The Marshfield Common Council authorized an emergency repair and budget transfer after staff reported a leaking sanitary sewer lateral outside the Second Street Community Center that had worsened during spring thaw.
Acting Director of Public Works Josh Moritz told council the lateral break was discovered in the last couple of months, initially detected by building staff when water appeared in interior bathrooms. The leak escalated with the thaw and staff recommended lining the lateral as the fastest, least-invasive repair. The city received a proposal from Steve’s Plumbing and Heating totaling $13,542.
Council members discussed procurement and whether additional quotes were obtained; staff said they had contacted the one lining contractor known in the area and brought the matter to council because the city’s procurement policy does not clearly define emergency procurement procedures. Alderman Tompkins moved to approve the proposal and the related budget resolution transferring funds from general fund contingency; Alderman Giles seconded. The motion passed.
Staff said the building’s bathrooms had been shut down because of the problem and that delaying repairs could create a health, safety and liability risk. The approved budget resolution authorizes an immediate contract and a contingency transfer; staff will execute the work and report back to council.
