Parks superintendent outlines operations and a forthcoming parks master plan; city contracted Matrix Group for a comprehensive review

City parks staff presented an update on park operations, seasonal readiness and a consultant-led assessment that the manager said will form the basis for a parks master plan.
The superintendent described winter work, sidewalk-snow plow routing, ballfield preparations and ongoing cleanup of illegal dumping. He reported more than 2,000 staff hours were spent addressing illegal dumping in the previous calendar year and provided an inventory of parks, fields and splash pads. ‘‘These are the ball fields that have been finished to date,’’ the superintendent said, and noted splash pads open on Memorial Day weekend and pools in July.
City staff described a consultant engagement with Matrix Group to perform a comprehensive operational review and landscape management plan. The scope includes stakeholder outreach, a staffing and organization analysis, best-practice recommendations, asset mapping, and prioritization of maintenance and capital needs. The manager said the study will produce a parks master plan or comprehensive landscape management plan and is intended to guide staffing, technology, asset management and long-term capital prioritization.
Why it matters: councilors praised recent field and park improvements and pressed staff on illegal dumping enforcement, camera placement at hotspots, irrigation and staffing efficiencies. Staff said they have posted open positions and purchased equipment to improve efficiency and will return with final consultant deliverables and recommended next steps.
Next steps: Matrix Group work is ongoing; staff will close out the assessment and return with findings and recommendations. The manager said the consultant’s final report and a prioritized parks master plan will be presented to the council when complete.
