Commission backs reclassification of Avenue P to minor arterial in master thoroughfare plan update

City engineer Joe Shoneman and planning staff presented a minor update to the Master Thoroughfare Plan and asked the Planning and Zoning Commission to recommend reclassifying Avenue P between 130th Street and Woodrow Road from a collector to a minor arterial.
Shoneman told commissioners the corridor was originally designated an arterial in the city’s 2007 master thoroughfare plan, then reclassified to a collector in the 2018 plan “due to its proximity to 87.” Staff now recommends restoring the segment to a minor arterial because it serves as a main corridor between Loop 88 and Cooper High School, and it was identified as a need in the 2024 roadway bond Citizens Advisory Committee and approved by voters.
The commission opened a public hearing on the MTP update and, seeing no public speakers, voted 7-0 to forward the recommendation to City Council. A City Council public hearing and vote is expected on April 22.
Shoneman briefly described the MTP role as a graphical representation of current and future street systems and noted that the plan has been updated multiple times since its adoption in 1986. The reclassification will be considered alongside other street-planning items at the council hearing.
