The Wausau Waterworks Commission unanimously approved an amended 2025 capital improvements plan on April 8 that updates project budgets and shifts portions of borrowing to alternative funding sources such as tax-increment financing and ARPA obligations.
Commissioners said recent bid results and earlier funding commitments prompted the adjustments. Staff described the Cherry Street lift station as an example: the commission had budgeted $1.7 million, the packet showed an actual of $200,000 and staff said an additional $800,000 of ARPA funds had been obligated to that project, making the Cherry Street project roughly $1 million in total.
A commissioner asked about a $221,000 line item showing zero actuals for Second Street in DeKalb; staff explained that funding for that work is coming from a TID approved by city council. Commissioners also discussed a parallel Forest Main project and agreed it may need reevaluation after recent cleaning efforts improved performance.
On the solar array project at the utility, staff said the proposal is now proposed for the 2026 capital budget. Staff noted the project's economic viability depends on whether IRA funding and tax credits remain available.
The motion to approve the amended 2025 CIP was made by Mister Jean and seconded by Mister Robinson; the chair called for a voice vote and the motion passed unanimously.
