Commissioners approve routine warrants, minutes and four resolutions; public Q&A addresses forfeiture funds

The Lawrence County Board of Commissioners approved routine finance items and four county resolutions during Tuesday’s public meeting and addressed a public question about seized-forfeiture funds.

Warrants and minutes The board voted to accept the warrant registers (check reconciliation registers) dated March 31, April 2 and April 4, and approved the minutes from the April 1 meeting. Each vote was taken by roll call with commissioners voting yes.

Resolution highlights - Resolution 72 (postage meter lease): Linda Abraham, representing Central Court, asked the board to approve a 60-month lease renewal for the court’s postage meter used for mailing hearing notices and claims. Commissioners approved the lease by roll call.

- Resolution 73 (amendment to prior resolution for Stabbaged Pipe Trail LSA language): Amy McKinney said the amendment corrects wording to reflect the Local Share Account (LSA) terminology required by the grant reviewer; commissioners approved the amendment by roll call.

- Resolution 74 (CDBG funding for Children & Youth Services transportation): Planning staff explained the request is to apply for Community Development Block Grant (CDBG) public-service funds for a CYS transportation program; commissioners approved the application submittal by roll call.

- Resolution 75 (budget amendment — $250 donation): The board accepted a $250 unbudgeted donation to the 911 revenue fund and amended the budget to appropriate the $250 to 911 telecommunications/recognition expenses. Commissioners approved the small amendment by roll call and thanked the donor.

Public comment: forfeiture funds During the opening public-comment period, a member of the public asked whether “drug money” given out by the district attorney’s office passes through county controls. Attorney Oliva, identified at the meeting as part of the public defender’s office, responded that forfeiture proceeds are handled under forfeiture law and that the government must demonstrate a nexus between illegal activity and seized funds for forfeiture; he said forfeiture generally occurs in connection with conviction or as part of sentencing or plea negotiation.

Procedural notes The board noted upcoming public meetings: Lawrence County Planning Commission meets April 9 at noon; West Central Job Partnership meets later in the day; the courthouse will be closed April 18 for Good Friday. The meeting adjourned after final public comments.
