Chief Information Officer David Beyer told the board he was asking for a two‑step raise because the employee had received an outside job offer and Beyer had previously included pay adjustments in the pending budget. Beyer described the request as an effort to retain a staffer with about eight and a half years with the county.
Supervisors raised concerns about setting a precedent for ad‑hoc raises, the absence of a formal merit‑pay policy and equity across departments. One supervisor urged caution, saying that making ad‑hoc raises could create expectations across other county departments that could be difficult to manage. Beyer said he included several options in his memo and that the recommendation to the board was the two‑step increase.
