Wichita BOE approves nonresident seat-capacity plan, sets June publication and July lottery dates

The Wichita Public Schools Board of Education voted unanimously April 7 to approve recommended seat-capacity allocations for nonresident (out‑of‑district) enrollment under KSA 72‑3123 and the district's enrollment policy. The board directed staff to publish available seats by June 1 and, if applications exceed capacity at any school, to conduct lotteries by July 15.
The board's recommendation sets elementary-level vacancies by grade and high‑school vacancies by school, and retains internal buffers to accommodate typical in‑district mobility and program needs. Michelle Trimright, director of Choice Enrollment and Programs, told the board the application window opened Jan. 1 and runs through June 30 and that existing out‑of‑district students who remain in good standing will not need to reapply.
Trimright said the recommendations reflect a balance between district capacity and demand, with a 50/50 split of available elementary seats between district and nonresident applicants and a 75/25 split at the secondary level favoring in‑district enrollment because of higher mobility and specialized program needs. She described timelines: publish vacancies June 1, accept applications through June 30, and run lotteries by July 15 if necessary.
Board member Stan Reeser moved approval of the seat‑capacity plan; Kathy seconded. The motion passed 7–0.
The board and staff also discussed communications and recruitment. Trimright and board members said the district will improve marketing of school and program options, integrate the seat information into a single sign‑on portal for families, and coordinate with CTE and magnet program leaders so families see consistent offerings. Superintendent Kelly Bielefeld and board members emphasized that staffing levels underlie the presented capacities and that seats could be adjusted if the district chooses to allocate additional staff.
Next steps include final publication of school‑level vacancies on the district website June 1 and follow‑through on lottery and enrollment processing in July. Families seeking to apply for magnet programs were reminded that magnet application windows and timelines remain separate from the general out‑of‑district application process.
