Moorhead planning commission recommends approval of conditional use permit for towing impound lot on Second Avenue South

The Moorhead Planning Commission on April 7 recommended that the City Council approve a conditional use permit to allow a towing impound lot at 285720 Second Avenue South.
Assistant City Planner Ethan Jonk told commissioners the applicant, Trantina Properties LLC, is seeking the permit for a site in the Light Industrial zoning district within the Moorhead Industrial Park and that the proposed lot would be adjacent to and across the street from existing impound lots. Jonk said staff had received no public comments on the application and recommended the commission forward approval to the council contingent on three conditions listed in the packet.
The commission’s approval recommendation is contingent on: (1) submittal and city-engineer approval of a drainage and dust-control plan prior to storing impounded vehicles on the lot; (2) installation of opaque screening around the vehicle storage area to a minimum height of 6 feet; and (3) the applicant obtaining all required federal, state and local permits. After the public hearing closed with no public testimony, a motion to recommend approval passed on a voice vote with all commissioners saying “aye.”
No members of the public spoke on the request during the hearing. The planning commission’s action was a recommendation to the City Council; the City Council retains final authority to grant or deny the conditional use permit.
