Moorhead EDA certifies Emery Apartments affordable-unit eligibility under housing TIF

The Moorhead Economic Development Authority on April 7 approved an annual certification that tenants in Emery Apartments meet eligibility requirements for units reserved under a housing tax-increment financing (TIF) agreement.
City staff member Amy Thorpe told the board that property management provides documentation each year showing tenant eligibility for the units reserved as part of the housing TIF. "Staff has reviewed that, that staff being me. And I'm providing and certifying that that the tenants are eligible to be in those units and that they meet the eligibility," Thorpe said.
Thorpe and Derek Lapointe described the project as a greenfield development by Enclave Development located near the former Muscatell Subaru site (now Corwin). According to staff remarks, the project contains 130 total units and 52 units—40 percent—are required to be affordable under the housing TIF rules. Thorpe summarized the statutory affordability test: the housing TIF requires qualifying tenants to have incomes at or below 60 percent of the area median family income for the reserved affordable units.
A motion to approve the annual certification passed on a voice vote with no recorded opposition; Schofield seconded the motion. Board members who commented praised the project’s leasing performance and noted Moorhead's need for more affordable housing. "I think it's even worth sharing too. It was one of their fastest leasing, best performing projects in all of their… portfolio," Lapointe said, noting strong demand.
The certification allows the city to continue TIF administration for the Emery Apartments and confirms the project's compliance with the affordability terms required by the housing TIF. Staff did not provide name-by-name tenant data in the public record; Thorpe said staff reviewed documentation provided by the property manager and will send a formal letter certifying tenant eligibility as required by the TIF oversight process.
