County planners briefed the Cache County Council on a proposal to extend the Bonneville Shoreline Trail roughly two miles between Hyde Park and Smithfield. Brandon Bell, countywide planner, and Landis, the county trails and transportation coordinator, described a state construction grant of approximately $570,000 that would fund trail construction if built by the end of 2026, and local easement acquisition estimated at about $26,000.
Bell said the project scored highly in the state trails ranking (88.7 out of 100) and benefits multiple municipalities; two cities have already contributed funds or staff time. Landis said the state program covers construction costs without requiring a local match for construction but requires local contributions for feasibility work and land acquisition. The presenters and council discussed access points, ownership of the land (recreation easements rather than fee acquisition), seasonal closures requested by one landowner to protect winter deer and elk habitat, and a design solution that would split the trail for a few hundred feet to provide alternate routes if one segment is seasonally closed.
A council member moved to suspend the rules and approve resolution 2025-13 to provide round‑1 approval; the item was discussed further and the council elected to continue consideration to the next meeting so staff can provide additional information. No final approval or funding commitment was made at this meeting.
