Erie County Council approves $160,736 planning appropriation, rejects sole‑vendor GIS contract; several measures pass on April 8

Erie County Council on April 8 adopted a planning fund supplemental appropriation of $160,736, rejected a sole‑vendor contract for geographic‑information‑system services, and approved a property‑tax exoneration and a board appointment.

The council unanimously passed Ordinance No. 16-2025, a $160,736 supplemental appropriation to the planning fund from a DCED existing owner‑occupied housing grant and the creation of an existing owner‑occupied housing bureau. The motion passed on a roll call that recorded yes votes from Councilmen Drexel, Horton, Schauerman, Winarski, Bale, Copeland, Bail and Chairman Scatella.

A separate vote on Ordinance No. 17-2025, which would have waived bid requirements and approved a sole‑vendor contract between Environmental Systems Research Institute Incorporated (ESRI) and Erie County, failed after councilors questioned whether the county had documented that ESRI was the only viable vendor. Councilman Copeland, who said he had expected GIS staff to appear and explain why ESRI qualified as a single vendor, cast a no vote and explained, "Not once has the GIS department shown, to explain this ordinance, to explain why this is the single vendor." The final tally was three yes (Schauerman, Winarski, Bale) and four no (Horton, Copeland, Drexel, Scatella); the motion failed.

Other actions with little or no discussion included:

- Acceptance of the minutes from the March 25, 2025 meeting (unanimous yes on voice/roll call).

- First reading of Ordinance No. 18-2025 (library fund budget supplemental appropriation) and presentation of Ordinance No. 19-2025 (appointed official salary ordinance, part‑time assistant public defender) as first‑read items; no final votes were taken on those ordinances at the April 8 meeting.

- Resolution No. 6-2025, authorizing exoneration of outstanding property tax, penalties, interest and fees for tax year 2023 for Erie County parcel number 41004008, passed on a unanimous roll call (Schauerman, Winarski, Bale, Copeland, Drexel, Horton, Scatella recorded yes).

- The council approved the appointment of Karen Tobin to the Erie County Board of Health, term to expire Dec. 31, 2028 (unanimous vote).

Councilors set their next finance and personnel committee meetings for Thursday, April 17, 2025, and their next regular council meeting for Tuesday, April 22, 2025.

The GIS sole‑vendor vote drew the most debate during the business portion of the meeting; councilors who opposed the ESRI contract said they wanted a departmental presence to justify a sole‑source procurement, while backers said a sole‑vendor approach was necessary for continuity of services. Because the GIS department did not appear on April 8 to present the item, some councilors withheld support and the contract failed.
