The Moorhead Economic Development Authority voted April 7 to transfer a parcel in the city’s redevelopment area into the EDA’s name and to record a permanent easement to protect essential services and utilities.
The transfer, described by staff as largely procedural, moves ownership of redevelopment land from the City of Moorhead to the EDA so the authority can exercise its statutory economic development powers for site disposition and tax-increment financing (TIF) activities. "The EDA has specific authorizations under state statute, with regard to carrying out certain economic development activities," City Attorney Kat said during the meeting.
Derek Lapointe, who framed the item for the board, called the step a housekeeping action that formalizes how the EDA will sell and manage property within the TIF district. "What we have here is, kind of a city transfer," Lapointe said, adding that a permanent easement will remain on the site to protect utilities and essential services that cross the parcel.
Board member Schofield moved to approve the two related resolutions; the motion received a second and carried after an oral vote. The board did not record a roll-call tally; meeting attendance earlier in the session listed eight members present.
The transfer is intended to align property title with the EDA's statutory authority and to preserve access for public utilities as redevelopment proceeds. City Attorney Kat and staff answered member questions but characterized the action as procedural rather than a change in project scope.
Next steps include recording the transfer and easement and continuing implementation of redevelopment plans tied to the TIF district. Staff indicated they would return to council for any grant or contract acceptance that requires a separate formal action.
