Council Unanimously Approves Two ARPA Project Modifications: Foot & Ankle Clinic and Lower South Valley COG

Luzerne County Council voted to adopt two resolutions modifying American Rescue Plan Act (ARPA) awards: one for Michael C. Beloga, DPM, doing business as the Foot and Ankle Center, and a second for the Lower South Valley Council of Governments.

For the Foot and Ankle Center item, county staff explained the award recipient had incurred eligible expenses before the original performance period ended; the modification reallocated budget lines so those costs are covered. County staff described an earlier request for a performance-period extension that had not been granted and monitoring visits that identified eligible expenses. Councilmember Faric (department staff) summarized those findings to the body.

The council took roll-call votes on both items and each passed with all voting members recorded as ‘Yes.’ Roll call for the Foot and Ankle modification recorded yes votes from Councilmembers Haas, Krzyzanowski, Liscavage, McDermott, Perry, Sabatino, Stevenson, Thornton, Wilovich and Lombardo (unanimous). The Lower South Valley Council of Governments modification passed by the same roll-call pattern.

Ending: Both ARPA budget-modification resolutions were adopted without dissent. Staff will implement the approved budget changes and continue monitoring compliance with ARPA requirements.
