Committee advances bill to double mortgage certification fee to $10

The Local and County Government Committee on Oct. 12 advanced House Bill 1392 by a 7-0 vote. The bill would raise the mortgage certification fee charged by counties from $5 to $10.
The measure’s sponsor, Senator Peterson, told the committee the $5 fee has been in place since 1964 and would support expenses of County Treasurer’s Offices including computer systems, office security and accounting systems. "This is a bill that will increase the mortgage certification fee from $5 to $10," Senator Peterson said, adding that the fee has not been increased since 1964 and that adjusting it for inflation would produce a substantially higher amount.
Why it matters: County treasurer offices use the certification fee to cover day-to-day operations and capital outlay. Raising the fee would shift a larger share of those operating costs to users of the mortgage certification service rather than to other local revenue sources.
Committee action and debate were brief. Senator Stanley moved a do-pass recommendation and Senator Alvid seconded. The roll call included Sen. Alford, Sen. Goodwin, Sen. Nyece, Sen. Prieto, Sen. Stanley, Sen. Burns and Sen. Hamilton, who all voted aye. The clerk recorded seven ayes and zero nays, and the chair declared that House Bill 1392 had advanced.
The bill will next proceed along the legislature’s committee and floor process for further consideration. The transcript records no amendments adopted in committee.
