House Bill 2108, a technical cleanup following last year’s administrative move of HealthChoice from the Office of Management and Enterprise Services (OMES) to the Health Care Authority (HCA/OHA), passed the Retirement and Government Affairs Committee after a committee amendment.
Senator Gillespie presented the committee amendment and introduced Bradley Downs, legislative liaison for the Health Care Authority, who told the committee the measure contains no substantive changes: it simply replaces references to OMES with the Health Care Authority across Title 74. “Last year, Senate Bill 1310 moved the administration of Health Choice from OMES to the Healthcare Authority,” Downs said. “This is just a cleanup bill that changes references all throughout title 74, from OMES to OHA.”
The committee adopted the amendment by voice vote and then advanced the bill. The clerk called the roll and the chair announced 8 ayes, 0 nays; the bill was declared passed out of committee.
Committee discussion focused on confirming the amendment and whether the change made any substantive programmatic shifts; agency representatives and the sponsor confirmed there were no substantive policy changes.
