The project team said the design—developed from community meetings and a 2016–19 preliminary design effort—includes new conveyance and inlets, roughly 370 new drainage structures and about 43,000 linear feet of pipeline, expanded exfiltration trenches in higher ground, about 12,000 linear feet of vegetated swales, and a new pump station on the neighborhood’s east basin. “The neighborhood is split into 2 different basins,” said David Castro, senior engineer with Timber Associates and engineer of record. “Some of the improvements that we’re proposing include exfiltration trenches, new drainage piping, swale restoration, and a new pump station.”
The design package and final bid documents were submitted to the city in March 2025, presenters said. Consultants are pursuing permits from the U.S. Army Corps of Engineers (Nationwide Permits 7 and 13), Broward County (ERP and ERL), and the South Florida Water Management District; traffic‑control plans will also be submitted to Broward County traffic engineering. Presenters told the task force they have begun securing those approvals before issuing the project to bid.
Why it matters: Victoria Park has repeated roadway and yard flooding that residents and task force members said leaves some streets impassable during heavy rain. The project couples near‑term measures (pipe and swale capacity to move runoff) with a pump station and outfall work to relieve tidally influenced areas. That mix raises coordination issues with private seawalls and adjacent property owners, task force members said.
Technical details and cost
- Pump station and tidal control: The east basin will receive a pump station sited at Seventh Street and 20th Avenue on city‑owned property; presenters described an "N+1" configuration so one pump can remain in service when another is under maintenance. The pump station will have generator connections and FEMA elevation compliance, presenters said. “The pump station is going to be pushing the water into the Intracoastal,” Castro said.
- Exfiltration trenches and swales: The design uses more exfiltration trenches in higher areas where subsurface separation allows longer life and storage; the team said 19,000 linear feet of the new pipeline will be built with exfiltration components. Vegetated swales will add roughly 12,000 linear feet of roadside storage and treatment.
- Outfalls and seawall work: Consultants proposed replacing an existing outfall with a larger (48‑inch) outfall and said they are proposing to replace “around 40 acre feet of seawall” with sheet pile and concrete cap to meet Broward County elevation requirements for seawalls, an amount the presenter described as part of the shoreline stabilization component.
- Cost estimate and schedule: Presenters gave a packaged construction estimate they described verbally as "close to $40,430,000 before allowances and just under $48 million after allowances," and later confirmed the figures are in current (2025) dollars. Task force members asked for clarification on inflation and phasing; staff said the project is ready for bid pending funds. City staff told the group they are pursuing bond funds and hoped to put the project out to bid if funding is available (presenters said permits have been submitted but that federal permitting timelines could extend work).
Permits, outreach and private seawalls
Presenters said the team will secure the Army Corps, Broward County and SFWMD approvals and noted the design was updated after a 2019 pause caused by conflicts with a separate water‑main project. “We submitted the final bid documents to the city a few weeks ago,” one presenter said, and added the team has re‑surveyed topography and subsurface utilities after the hiatus.
Several task force members and city staff raised the need to coordinate the city work with private property owners whose seawalls and private drainage affect how well the city improvements will work. Nancy Gassman, a city staff member participating online, said the city “still does not have a program that will help private property owners raise their seawalls, but that is one of the things that we are looking at as part of our Fortify Lauderdale private resilience process.”
Roberto Benford of the Stormwater Division cautioned against promising private owners that the city’s work alone will solve their flooding: “I don't think it's in the best view for the [city] to recommend that just because that might not be the only problem they have,” he said, explaining private owners may also need site‑specific engineering.
Task force members asked staff to reach out to the owner or property management of the Gateway Terrace Apartments adjacent to the proposed pump‑station site so the owner understands the city’s plan and can consider parallel work; staff agreed to coordinate a meeting with the property manager and neighborhood representatives.
Discussion about phasing and schedule
Members urged the city to consider phasing parts of the work (for example, swale work or smaller civil elements) so neighborhoods see progress while permits and funding for the full package are secured. City staff and consultants noted practical limits: some swale or pavement work would need rework when pipeline construction occurs, and breaking the contract into many small segments can increase overall cost and complexity. The presenters said many permits have already been submitted and that the team is prepared to move to bid when funding is in place.

City staff and the consultant team will continue permitting; staff said they are working to secure bond funding and to put the project out for bid if funds arrive. Task force members asked for a future briefing on construction phasing, a presentation on system performance in neighborhoods completed under earlier phases, and a frequency analysis separating tidal inundation from rain‑driven flooding at the proposed pump‑station area.
