Council approves water plant pay request and multiple public-works contract awards

The City Council on April 7 approved final contracting and payment steps for several public-works projects.
Public Works Director Stu reported that pay request No. 3 for the water treatment plant heat exchanger project to Climate Control totaled $63,195.30 and that the heat exchangers are installed and functioning, with a few punch-list items remaining. The council voted to approve the pay request; three council members recorded abstentions on the roll call but the payment was authorized.
Council also accepted staff recommendations on bids for the annual concrete repair program, the accessible sidewalk quadrant improvements (ADA curb ramps and detectable warning panels) and street maintenance concrete work. Stu said the concrete and curb/ramp bids were at or below engineer's estimates and that with favorable pricing the city can extend work to additional quadrants this year. He estimated the noncompliant sidewalk quadrants will be addressed within about three years; afterward the city will address partially compliant ramps in subsequent cycles.
Council members asked for clarification on timelines and geographic coverage for chip sealing; staff said chip seal work will be primarily north of the railroad tracks and west of State Street and will include non-concrete streets in that zone.
All three contract recommendations were approved on voice roll-call votes.
