The City Council ratified a Lake City Community Redevelopment Agency (CRA) budget amendment that appropriates up to $166,100 to prepare a new CRA redevelopment plan and findings of necessity to expand the CRA boundary.
Staff explained the CRA board approved the expenditure and forwarded it to the council for ratification as required by city ordinance. Planner/officials said the appropriation will fund a consultant (named in the CRA materials) to prepare a plan with public input; the plan will identify priorities and projects that can be funded within the CRA boundary.
Public comment emphasized a desire that CRA revenues collected from existing areas be spent proportionally across the district; one resident asked that funds generated from particular neighborhoods should produce visible benefits in those same areas. Staff clarified that joining the CRA does not create new taxes: no additional tax millage is charged; rather, tax-increment financing captures the increase in taxable value after inclusion and that revenue is spent inside the CRA boundary.
The council approved Resolution 2025-053 to ratify the CRA’s budget amendment and advance the planning/consultant work.
