Votes at a glance: committee forwards consent agenda items and project acceptances to council

The Land Use & Transportation Committee took a series of consent and project actions and forwarded most items to the City Council consent agenda on April 15. Below are each of the formal actions recorded during the meeting with the motion language used in committee.

- Approval of minutes (03/03/2025): Committee moved to approve the minutes and recorded an affirmative voice vote.

- Item B — Second amendment to the comprehensive garbage, recyclable and compostable collection services contract (Waste Management): Staff explained the amendment changes the administrative fee calculation to avoid double‑collecting the business & occupation tax in the calculation and to slightly lower customer rates; staff said the calculation error affected a single year by less than 1–2 cents on average. The committee voted to approve the amendment and forward it to the council consent agenda.

- Item C — High Friction Surface Treatments (85% design report and bid authorization): Committee authorized staff to complete 85% design and proceed to bid (forwarded to council consent agenda). See the separate article for details.

- Item D — SR 99 Federal Way High School pedestrian safety improvement project (fencing) — final acceptance: Staff reported the project fencing contract was authorized at a maximum of $46,986 and the construction contract was about $43,986; the committee authorized final acceptance of the work constructed by South Sound Fencing LLC and forwarded acceptance to the council consent agenda.

- Item E — Military Road South Preservation Project — final acceptance: The project constructed by ICON Materials was presented as complete with a final construction contract amount of $863,562, which staff said was $188,444 below the maximum authorized contract amount. Committee authorized final acceptance and forwarded the item to the council consent agenda.

- Item F — South 340 Eighth Street NHS Preservation Project — final acceptance: Staff reported a final construction contract amount of $774,480 and that the project came in below the authorized maximum; committee authorized final acceptance and forwarded to the council consent agenda.

- Item H — South 288 Road Diet Phase 1 — final acceptance: Staff reported the final construction contract amount as $846,765.13 and moved to forward final acceptance to the council consent agenda; the committee approved the motion.

- Item I — South 288 Road Diet Phase 2 — award recommendation: Staff said eight bids were received and the lowest responsive, responsible bidder was ACI with a bid of $2,324,324. The staff recommendation to award the contract to ACI with a contingency of $232,432 and a maximum contract amount of $2,556,756 was forwarded to the council for approval.

- Item J (ordinance first reading) — Accessory Dwelling Unit code amendment: Committee moved to forward the proposed ordinance for first reading on April 15 (see separate article for details).

- Fiber franchise — Hyper Fiber Washington: Committee voted to forward a proposed franchise ordinance to the council for first reading; staff noted a $5,000 deposit had been paid for administrative review.

All motions were moved and seconded as recorded in the meeting; committee votes were taken by voice and recorded as 'Aye.' Items forwarded to council will appear on the April 15 consent agenda for final council action, except ordinance items which require first and second readings and final council adoption.
