Development Services staff presented a request from Hyper Fiber Washington for a 10‑year franchise to place fiber-optic cable and related equipment in Federal Way’s public right‑of‑way, and the committee voted to forward the ordinance to council for a first reading on April 15.
Leonard Spadoni of Development Services said Hyper Fiber Washington has paid a $5,000 deposit for administrative review and that the franchise would allow the company to install fiber in city‑controlled right‑of‑way subject to permits and restoration standards. Spadoni said the company has not installed fiber in Federal Way yet; staff noted Hyper Fiber has operations in Ocean Shores and elsewhere.
Council members asked about the franchise footprint (the ordinance would permit city‑wide installation in public rights‑of‑way subject to permits), restoration standards, coordination with other utilities and installation techniques such as microtrenching or directional boring. Staff said the city will require right‑of‑way permits for each work segment, standard restoration and coordination with existing utilities; staff also said the default placement for communications lines is typically outside the roadway prism (for example behind the sidewalk) but installations vary by location.
The committee approved forwarding the ordinance to the council for first reading.
