Ken Smith of Public Works briefed the committee on an early council briefing for a petition to vacate Twentieth Avenue South between South 330 Sixth Street and South 340 First Place as part of the Sound Transit OMF South project. Smith said the proposed vacation would remove Twentieth Avenue where Sound Transit needs space for the facility and that Sound Transit proposed to add an extension of 18th Place South as compensation for the lost connection.
Council members asked whether the existing adjacent road, South 340 First Place, would be improved to handle new access and whether Sound Transit or another party would pay for any required improvements. Smith said potential improvements are expected to be part of Sound Transit’s project and that the applicant (Sound Transit) would be responsible for needed improvements as part of their permit review.
Smith said staff would begin the city’s review of the vacation petition and work with the petitioner to host a public briefing and open house on the right‑of‑way vacation. Council members discussed access, potential traffic implications for businesses and the need to coordinate stormwater and other utilities in the area.
The committee voted to authorize staff to proceed with review and to forward the item to the April 15 City Council consent agenda.
