The Clay County Board of Commissioners voted Tuesday to join a joint regional proclamation establishing the Cass‑Clay Interagency Council on Homelessness and to declare homelessness a regional priority.
Rory, speaking on behalf of the Cass‑Clay Interagency Council on Homelessness, asked the board to join a Friday ceremony at the United Way where Fargo, Moorhead, West Fargo, Dilworth and Horace will sign matching proclamations. Rory told commissioners the council—led by the United Way of Cass‑Clay and the FM Coalition to End Homelessness—will bring together local governments, service providers, advocates and people with lived experience to drive solutions, align resources and implement data‑driven strategies.
The proclamation text presented to the board states the council’s goals: coordinated policy development, data‑informed decision‑making, and advancement of best practices to make homelessness rare, brief and one‑time. A board member offered to attend the Friday event if available. A motion to join the joint proclamation was made, seconded and approved by voice vote.
No binding funding commitments were recorded in the board minutes; the action is a formal expression of regional commitment and support for the interagency council.
