Public safety building advances; community center receives certificate of occupancy, wastewater projects progress

City project managers and engineers updated the council on multiple capital projects, reporting steady construction progress at the public safety building and completion milestones for the community center, along with work at wastewater facilities and pump stations.
Ethel, the city's project manager from AGCM, reported that precast walls, roof beams and joists and decking were in place at the public safety building and that interior rough-ins are installed. "If you walk into the building, the rough ins are in there. So it's looking it's looking great," Ethel said. She said interior framing, sheetrock on the north side, concrete work for the ammunition mezzanine and the storm shelter are next steps.
On the community center, Ethel said the contractor completed the punch list and the city now has a certificate of occupancy; remaining items were signage, decor and furniture deliveries. City staff said some furniture and original stained-glass elements are being coordinated for installation.
On development and utilities, city staff Jacob reported pre-construction activity at the Morningside development and expected grading completion at Morgan Farms by the end of the month, noting utility installation pre-construction meetings were scheduled. Jacob said two wastewater plants are seeing contractor mobilization and equipment deliveries and that the County Road 543 pump-station ground storage tank improvements were declared operational as of Jan. 28, 2025.
Staff also noted the wildfire elevated tower project is expected to begin construction in May 2025 and that bids were opening for meter vault improvements. Several items, including a discharge-permit mediation, were discussed in executive session and were not detailed in open session.
