Council moves $225,000 from former JCDC account to fund community center; approves $28,755 splash pad resurfacing

The City of Josephine council authorized two budget actions involving funds formerly held by the Josephine Community Development Corporation (JCDC): a transfer of $225,000 to the city's operating fund for community center renovations and a $28,755 expenditure to resurface the park splash pad.

City staff explained the city received a little over $400,000 from the dissolved JCDC; $225,000 had been previously approved by the dissolved entity to go toward the community center but had not yet been transferred. The council voted to transfer $225,000 from the former JCDC account into the city's operating fund to pay a portion of community center renovation costs.

Separately, council approved a low bid from Innovative Sports Surfacing to replace the splash pad surface, quoted at $28,755 for materials and labor. Staff said the quote is the lower of two received and recommended moving forward so the surface would be repaired before the park season. The council directed that the splash pad work be paid from leftover JCDC funds; if council preferred another funding source staff said they could adjust the budget accordingly.

Councilmembers asked staff to confirm vendor scheduling and whether the quoted price would still be honored; staff indicated they had been in recent contact with the contractor. No warranties were reported for the previous surface; staff said the prior installer used incorrect material, contributing to the failure.

Both motions passed during the meeting. The council also discussed remaining funds from the dissolved JCDC and how those funds might assist other local projects, including cemetery repairs (discussed later in the meeting) or MDD startup needs.
