City staff told the council the agreement lays out a transition period during which the volunteer department will continue operations under existing arrangements while the city takes ownership of equipment, property and contracts. The agreement requires JVFD to provide a complete inventory of assets, outstanding loans or liabilities and current stipend arrangements so the city can plan insurance and budgets.
