Needham unveils design alternatives, 12‑month pilot for Great Plain Avenue to test traffic, safety and placemaking

The Town of Needham and its design team outlined conceptual changes to Great Plain Avenue on a public webinar, proposing to reduce the four existing travel lanes in the center to two and reallocate space for wider sidewalks, separated bicycle lanes and streetscape amenities. Tyler Gabrielski, Director of Streets for the Town of Needham, opened the webinar, calling the effort “this corridor improvement project is a reboot of the downtown redesign efforts that took place in 2017.”
The project team said the immediate next step is a pilot demonstration expected to last about 12 months and to be installed during the summer, likely after the Fourth of July, so the town can test pedestrian and bicycle facilities, outdoor dining space, and temporary streetscape elements before final design and construction. Karen Fitzgerald of Tool Design described a pilot as “a demonstration of a concept design,” noting the pilot will use temporary materials (paint, barriers, planters) so configurations can be adjusted.
Why it matters: project leaders said the goals are pedestrian safety, multimodal mobility, sustainability and placemaking to strengthen the downtown economy and the sense of place. Margot Spiller, project manager for the design team, said, “Increase foot traffic and pedestrian safety is paramount to this project.” The team stressed community input is central: they have held multiple engagement events including walking tours, an open house and a business webinar, and will return with more detailed alternatives for additional public feedback.
Traffic analysis and expectations: traffic consultants emphasized a conservative approach in modeling likely changes. Steve Shikari, the traffic lead, described the team’s traffic diversion analysis and its assumptions, including keeping Chestnut Street’s approach capacity higher because of a nearby fire station. The consultants estimated the largest single diverted flow would be about 73 vehicles in the eastbound morning peak hour (roughly one vehicle every 50 seconds) under the single‑hour AM peak they modeled. Lucy Gibson, a traffic analyst, summarized the behavioral expectations: “we will expect a certain number of people to take a different route to basically avoid Needham Center.” The team said many through trips using the center are long commutes and are likely to re-route to regional highways; local diversion to residential streets is expected to be limited and the project includes plans for pre‑ and during‑pilot traffic counts to detect any hotspots.
Design alternatives: the presenters showed two primary conceptual layouts for the block in front of the Town Common. Both reduce roadway pavement (currently about 62 feet in the center block) and both provide an “amenity zone” for trees, benches and outdoor dining. One alternative places sidewalk‑level bicycle lanes separated from pedestrians; the other places street trees adjacent to the roadway with a textured buffer separating bike lanes and sidewalks. Existing sidewalks in the area were described as roughly 8 feet wide; conceptual designs would expand sidewalks to about 12–16 feet where feasible.
Parking, transit and utilities: the team said they are exploring approaches to reduce the perceived loss of on‑street parking, including shifting parking to adjacent side streets (Highland, Chestnut, Chapel) and improving signage to underused municipal lots. They noted bus stops and MBTA operations are the MBTA’s responsibility and the project team will coordinate to minimize impacts. On utilities, staff said undergrounding and pole relocation involve third‑party utilities (for example Verizon) and any changes would be limited to the project limits and coordinated with utilities.
Engagement and next steps: the design team estimated about 75 people attended a full‑day open house and about 40 people attended a business webinar representing at least 10 Needham businesses; hundreds of responses came from the virtual survey and walking tours. The team plans a follow‑up engagement event in about a month to present conceptual alternatives and to finalize pilot details. If grants and local appropriations align, the pilot would be installed in summer; long‑term construction and funding will depend on the final design, grant awards (including a Safe Streets for All application) and any Town Meeting appropriations.
What is not decided: the pilot was described as planned for study and testing; the webinar did not record a formal town vote or appropriation to implement the permanent reconstruction. The team said final funding and construction schedules will depend on selected design elements, grant outcomes and any approvals required at Town Meeting.
