Health department building: bid opening May 1; county warned of tight timetable and possible extra funds request

Sumner County staff told General Operations Committee members the county’s health department project is on a compressed schedule and that bids will be opened May 1; staff warned that if bids exceed the current allocation the county may need to provide additional funds.
The health department project, as presented to the committee, must be demolition and construction complete — turnkey — by June 30, 2026, according to the department representative. Staff said the project has been designed to match funding the county expected to receive from the state; however, state officials previously signaled they might cover some overruns and staff now said those additional state funds are not assured.
The county’s finance representative told commissioners the county has already spent roughly $357,000 of ARPA funds (revenue replacement or pre‑construction costs) on the project; staff cautioned that if the low bids exceed available funding the county will have to return to the full commission to request supplemental funds. Staff said they will present alternatives if needed but that time constraints complicate alternatives such as renovating an existing building rather than new construction.
Committee members discussed possible value engineering, the risk of delaying to redesign the project and the short timetable for a May 1 bid opening and subsequent construction schedule. One staff member explained the construction timeline staff is using: bid opening May 1, apparent award and preconstruction in May/June, demolition beginning in June and construction continuing through the following spring to meet the turnkey deadline.
Staff said they will return to the committee and, if necessary, to the full commission with bid results and a recommendation for how to proceed if bids come in above the current allocation.
Next steps: County staff will open bids on May 1, evaluate proposals, and report back on cost, alternatives and any request for supplemental county funding.
