Planning staff presented the request as ordinance No. 235-2025-004-S, noting the application is not consistent with the city’s comprehensive plan and future land use map (staff described the plan as seriously out of date), but said uses similar to the proposed event center already exist nearby and the department would follow the commission’s recommendation. Staff noted a 200‑foot buffer mailout of 20 notices with no written opposition.

Staff recommended the use be approved subject to conditions, including sound‑mitigation measures and interior finish materials (for example, acoustic tiles or other approved dampening) to maintain noise at or below 60 decibels at the common property line shared with adjacent residential zoning districts.

Esmeralda Delgado, identified in the public record as the applicant, told commissioners the venue will be used primarily for children’s parties with operating hours likely in daytime and early evening (Delgado said “normally, it’ll be either a 12 to 4, maybe, like, a 6 to 9 time”) and estimated capacity “maybe 80 to a hundred people.” Commissioners and staff discussed parking; staff said the plaza’s shared parking and accessory Lot 2 provided sufficient spaces for evening events, and the applicant and a property representative, Luis Sanchez, confirmed there is additional parking on the adjacent parcel if overflow is needed.
