Brownsville commission approves $2 million EDA grant application for Marina Industrial Park

The City Commission of Brownsville on March 4 approved a resolution authorizing the city to apply for a $2,000,000 grant through the U.S. Department of Commerce Economic Development Administration’s Public Works and Economic Adjustment Assistance program to support the Marina Industrial Park project.
The resolution, introduced by Stefan Truquillo of the grants and community development department, directs staff to prepare and execute application documents for an EDA award that would reimburse eligible costs and support public infrastructure tied to the private–public development. Truquillo told commissioners the EDA program prioritizes equity, workforce development, resiliency and other regional economic objectives and noted distressed communities may be eligible for up to 88% reimbursement with a 20% local match.
Rene Javier Gonzalez, who described his role as new business development and marketing at Seeta by National Industrial Solutions, said Seeta acquired the 100‑acre site in February 2005 and plans to build Phase 1 consisting of five industrial buildings totaling 740,000 square feet: four 150,000‑square‑foot buildings and one 40,000‑square‑foot building. Gonzalez said initial market interest is primarily for warehousing and distribution space and that Marina 1 is expected to begin construction in early fall with completion in under a year.
Commissioners moved and seconded the resolution and voted to approve the city applying for the EDA grant. The motion carried by voice vote.
Why it matters: The grant would help underwrite public infrastructure that the developer says is needed to serve new industrial buildings in a growing industrial corridor near FM 511 and SH 550. If awarded, the funds would be tied to project expenses and to the city’s responsibilities as grant sponsor, including compliance with federal procurement and reporting rules.
Project next steps: Staff said the EDA application is an open submission with no immediate deadline and that the city will finalize match commitments and project responsibilities if the grant is pursued further.
