Board hears facilities update; state appropriation clears way for Campbell County High School replacement and board approves 2025–26 capital projects list

Associate Superintendent Dave Bartlett and facilities staff provided a multi‑part facilities update covering the district’s Aquatic Center, Little Powder construction, Wright Junior/Senior High turf, transportation facility schematic design, and the selected design team for the Campbell County High School replacement.

Bartlett said the Aquatic Center remains on schedule for late July/early August completion of major pool elements (movable floor installation and deep‑end slab work), with equipment mobilization in progress. Little Powder’s exterior sheathing and gym work were reported as on track for a January 2026 move‑in. The Wright Junior/Senior High turf schematic was complete and on a short timeline for late‑May mobilization, with substantial completion expected before students return in the fall.

On the Campbell County High School project Bartlett said the district received a multi‑phase appropriation in recent legislative action (presenter referenced the appropriation as House Enrolled Act 75 in the meeting). He described phase 1 funding for site work, stadium demolition and initial construction and noted that phases 2 and 3 funding are scheduled to be available March 15, 2026. Bartlett said contract award and selection of a design team (DLR and Plan One) is complete and that the district will initiate a planning and visioning phase as soon as contracts are finalized; he described a projected schedule that could include site work and stadium construction beginning in early 2026 and building construction following design and permitting.

Facilities staff explained the state’s design‑review checkpoints (10/35/60/95%) and the need for bid‑ready documents so projects can proceed efficiently; Bartlett and trustees discussed major maintenance budgeting, inflation and the district’s typical contingency reserves. Bartlett said the district anticipates prioritizing access control and a rekeying project to address end‑of‑life lock patents and upgrades to electronic access across the district — a project estimated at $1–1.5 million over 12–18 months.

The board approved the district’s 2025–26 capital projects list by motion and voice vote; the minutes show the motion passed unanimously. Trustees and administrators thanked legislators, staff and community members for work that led to the high‑school funding; legislators and community volunteers who assisted were recognized during board remarks.

The board recorded no separate action on the CCHS design contract in this meeting; Bartlett said contract execution and a timeline would be brought forward as soon as procurement and state approvals were complete.
