Nampa council approves wastewater and storm contracts, airport AWOS, licenses and multiple infrastructure agreements

The Nampa City Council on an April evening approved several construction contracts, a municipal airport equipment contract, an alcohol license and local procurement items, and authorized an investigator contract for the police department.

The most significant item was authorization for the mayor and public works director to sign a Phase 2 early works procurement price amendment and construction manager/general contractor contract with EIMCO Construction for the wastewater treatment plant Group G headworks replacement project for $15,355,404.17; the contract was presented as budgeted in the FY 2025 budget. Council also awarded a $19,881,194 contract to Knife River Corporation for the Ustick Road (Phyllis Canal to Owyhee Storm) project, and signed a $271,900 construction contract with Excelsior Construction for an automated weather observation system (AWOS) hangar at the municipal airport (the AWOS contract relied on a pending FY 2025 budget amendment to cover the shortfall staff identified).

On the consent items moved for separate consideration the council authorized a $101,522 task order with Our Dura for a public works site development concept and approved a new alcohol license application for a restaurant at 5830 East Franklin Road (on- and off-premise beer, on-premise wine and liquor by the drink). The council also approved a utility relocation cost agreement with a power company for the Ustick Road widening project (subject to final legal language) and approved funding not to exceed $50,000 in FY 2025 for an independent contract investigator for police investigations.

City staff said budget capacity exists for the items presented and that several contracts are already included in FY 2025 appropriations or funded by capital realignments. Jeff Barnes, director of water resources, explained the wastewater project and cost composition to council: he said engineering, inspection and construction-management-related work on the project represents roughly 17% of the total construction cost and that the overall project estimate is in the neighborhood of $44 million.

Council members and staff said they will follow up with the usual engineering and permitting steps (frontage improvements, traffic and utility coordination) as each project advances to design and construction. Several contracts were described as multiyear projects that will require staged payments and continuing oversight by public works and engineering staff.

Ending — Next steps Staff told council the airport budget amendment covering the AWOS hangar will be scheduled for the council’s first May meeting, and engineering will circulate revised preliminary plats or construction documents as required for upcoming projects.
