Fort Myers Beach opens bids for comprehensive recovery and resilience plan; six proposals received

Fort Myers Beach officials opened sealed proposals on April 7 for RFP 25 0 2 AD, the town’s comprehensive recovery and resilience implementation plan, and recorded six submissions, Debbie Glavin, the town’s contract and procurement specialist, said.
"We received 6 bids today. GAI Consultants, AECOM Technical Services, GHD Services, Haggerty Consultant, Florida Technical Consultant, and SanTech," Glavin said during the public bid opening.
Glavin said the RFP was issued March 7, 2025, and that two addenda had been issued before the April 7 deadline, which was 8 a.m. local time. She read the firms’ price proposals aloud and said five firms submitted all required forms; one firm’s submission was incomplete.
Of the submissions Glavin read aloud, the price proposals she announced were: GAI Consultants, $1,150,000; AECOM Technical Services, $985,000; GHD Services, $998,275; and Haggerty Consultant, $1,200,000. Florida Technical Consultants uploaded all forms but did not provide a total price, submitting an hourly/unit rate schedule with the total listed as "TBD," Glavin said. SanTech’s filing was incomplete and contained no uploaded documents.
Eva Spachalski, a parks and recreation coordinator who said she was assisting the town clerk, joined Glavin for the opening but did not read additional pricing information.
Glavin said the town’s selection committee will begin evaluating bids the day after the opening and will have three weeks to complete its review. "Other factors are involved," she said, noting awards will not be based on price alone.
No contract award or formal decision was made at the opening; the selection committee’s review is the next procedural step. The town said it will publish a notice for the selection committee meeting and follow up with any further procurement actions or award announcements after the committee completes its evaluation.
