District unveils "Portrait of an Educator" framework to guide hiring, growth and retention

District leaders presented the results of a committee project to define a Portrait of an Educator on April 7, saying the framework will guide hiring, professional growth and retention across Indian Prairie CUSD 204.
Sharon Ruff, the district's director of human resources, and Katie Popp, IPEA president and teacher, said the committee worked with Battelle for Kids and reviewed roughly 70 candidate competencies before narrowing to five core competencies for educators. They described the work as a complement to the district's Portrait of a Graduate and said the framework was developed with input from administrators, teachers, students and community members.
Why it matters: The district said a consistent, values-driven hiring standard can reduce turnover costs and speed hiring. The presenters cited a U.S. Department of Labor estimate that a bad hire in education can cost up to 30% of the employee's first-year salary and said the framework will be used to refine branding, applications, screening, interview rubrics, professional learning and retention strategies.
Pilots and next steps: The district said it has piloted interview prompts and rubrics aligned to the new competencies in recent hiring and will expand use in years two and three to retention and professional growth. Presenters said the current teacher-evaluation system (Danielson framework) already covers much of the same ground, and the Portrait of an Educator will provide common language and targeted activities for recruitment and development.
Board response: Board members praised the committee's work and asked about implementation details, measurement and how the framework will be applied in self-reflection and retention work. Presenters said they would develop rubrics and metrics as the work expands and would use the framework for interview questions, rubrics and teacher growth conversations.
Ending: The board did not take formal action on the Portrait of an Educator; presenters said this is year one of a multi-year rollout that will include further piloting, assessment and alignment with recruitment and retention efforts.
