Staff described Franklin’s background as spanning more than 24 years in community action and early‑education administration, noting she has secured and administered more than $18 million annually in state and federal grants and holds a master’s degree in education with concentration in adult instruction and curriculum development from Bluefield University. Franklin told the board she looks forward to contributing to county and school division work.
