Sumner County committee narrows fundraising rules for library friends groups, approves draft and form

The Sumner County Bylaws and Policies Committee on April 2, 2025 approved a revised draft of the library fundraising policy and directed staff to prepare a standard fundraising form for board review.

The vote followed public comment from three residents who urged the committee to preserve local control of funds raised by individual Friends groups and to avoid letting a central body reallocate money raised for a specific branch. The committee’s changes clarified that funds raised or donated outside of Friends and foundation channels would be administered under the board’s authority, and that Friends/Foundation fundraising should be coordinated with local library directors.

Why it matters: Sumner County’s draft policy will affect how volunteer “Friends of the Library” groups and foundations solicit and spend money for individual libraries across the county. Residents said central approval could slow or block time-sensitive fundraisers and risk diverting locally raised money away from the communities that raised it.
