The new contract shifts to a 96‑gallon green cart provided by the vendor and offers two service types: an every‑other‑week (twice‑monthly) pickup and an on‑call option in which customers keep a cart and request pickup as needed.
What the county says it will provide: Joelle Losher, solid waste operations manager, and Flowers said the contractor will supply carts, trucks, local customer‑service agents, drivers, education and outreach, billing and an in‑county customer service office on Northeast 90th Avenue in Vancouver. The county retains monitoring, compliance and data‑reporting responsibilities, and it will annually review an inflation adjustment tied to a formula in the contract appendix.
Rates and usage: County staff said the new contract’s price schedule is “largely the same” as the prior contract. Flowers said the only reduction in the posted example rates is a $0.25 decrease for the every‑other‑week service beginning Aug. 1, 2025. She also described an on‑call pickup fee of $6.34 per pickup and a separate on‑call cart rental of $1.92 per month; the every‑other‑week service includes the cart. The cart size will be 96 gallons.
Subscription numbers: Flowers told council the city has about 4,000 yard‑debris customers under the county contract; she said that represents roughly a quarter of Battle Ground’s population but a higher share of households when measured against water connections.
Council questions focused on service frequency, truck routing and potential road wear. Flowers said on‑call requests are scheduled to be picked up during the same week as regular every‑other‑week rounds to avoid extra trips. County staff also described monthly contractor check‑ins and an annual rate‑adjustment formula to manage inflation.
Next steps: Staff presented the contract details for council information and asked that council share the county’s survey and outreach materials as needed. The county said it will continue monthly check‑ins with the contractor and notify cities of any amendments or changes to service.
