Finance staff said both items are already budgeted and the procurement follows North Carolina Local Government Commission rules.
The finance officer explained that federal ARPA rules would have required a larger single audit but the town can use a streamlined agreed‑upon procedures approach for ARPA compliance, reducing cost. The amended audit contract covers additional work generated by capital projects and grant activity; finance staff said the amended amount was roughly $8,000–$10,000 and that the town budgeted conservatively for audit needs.
Council approved the ARPA compliance procedure contract and the amended audit contract by unanimous vote. The finance officer said the auditor will submit documents to the state Local Government Commission for their approval and that work will proceed once signatures are in place.
