Staff said the SCADA hardware and software were last upgraded in 2018 and that the current application-based alarm system (Win911) will not migrate cleanly to newer Windows platforms. The board heard staff's recommendation to move to a different alarm-notification platform (TapView) used by nearby utilities. Staff compared Allen ICS pricing with Digicorp (the village IT provider) and reported Allen ICS offered the lower hardware price.
Trustee Holmes moved to approve the Allen ICS quote for $39,525 and to transfer the additional amount needed from the Highway 20 pump replacement project; the motion was seconded and approved by voice vote with all members voting in favor. Board members also discussed scheduling a security penetration test after installation and potential tariff impacts on computer equipment costs.
