East Troy awards exterior painting contract for 650,000-gallon tank to LC United for $54,000

The East Troy Village Board voted to award the exterior painting contract for the 650,000-gallon storage tank south of town to LC United for $54,000.
Village engineering staff said the tank's exterior has not been painted since its construction in 1999; the interior was painted in 2019. The project was bid through Strand Engineering and drew ten bids. The village had budgeted $250,000 for the overall project, including $50,000 for engineering and $200,000 for painting; the lowest painting bid of $54,000 prompted questions because it was far below the budgeted amount. Staff said LC United previously painted the tank interior and is a known contractor to the village.
Staff described project details: the contractor will empty and rinse the tank, perform any needed interior repairs while empty under an allowance in the bid ($350 per repair, up to ten repairs), and the contract allows up to 60 days out of service with a substantial-completion date slated for Sept. 1. The village will notify the fire department before the tank is taken out of service; a 200,000-gallon tank on Main Street will remain available for fire protection while the 650,000-gallon tank is offline.
Trustee Holmes moved to award the contract; Trustee Nugent seconded. The motion passed by voice vote with all members voting in favor. Board members and staff discussed the unusually low low bid, comparable bidder amounts, inspection needs and potential tariff risks affecting materials.
