The Rutherford County Steering Committee approved a memorandum of understanding (MOU) with the Tennessee Department of Veterans Services to establish a coordination framework between the state office and the county veterans affairs office.
Nick, speaking as county staff, said the MOU is intended to improve coordination so disabled veterans can receive assistance filing federal VA benefit claims through the local office and the state office. He described the document as a framework for collaboration and emphasized that "it's not a binding contract. It's just it sets out an MOU framework, for the collaboration between the 2 entities." County staff told the committee the MOU does not involve any county expenditures.
A voice vote approved the MOU after a motion and a second; no roll-call tally was given in the transcript. Committee members asked whether a memorandum had been in place previously; staff said this was the first time they had seen the document and speculated the state may be updating or reissuing MOUs with local offices.
Staff advised the MOU should proceed to the full commission for formal approval following the committee's action.
