The Committee of the Whole in Orland Park recommended that the village board approve a contractor agreement with Cruise Construction of Blue Island, Illinois, for the Police Department evidence storage room project (RFP 25-007) at a base cost of $321,027 plus a 10% contingency ($32,102.70) for a total not-to-exceed contract price of $353,129.70.
Committee members said the project will expand secure indoor storage at the police station and extend the usable storage life by roughly two decades by adding a mezzanine. The committee also voted to waive the competitive bidding process and use a competitive proposals solicitation instead; the motion to recommend that waiver and the contract award was made by Trustee Reardon.
In discussion, a committee member described the department’s need to retain some evidence “for a period of time, some of it forever,” and noted the department was running out of space. A staff member (Joel) told the committee the mezzanine option would allow the village to keep evidence inside the police station while gaining roughly 20 years of storage capacity.
The committee called the roll and recorded unanimous approval on the recommendation. The committee’s action is a recommendation to the village board; the transcript records the vote as a committee recommendation rather than a final board contract execution.
The project will proceed to the village board for final authorization and contract execution; the committee record does not specify contract start date, payment schedule or subcontracting details.
