Commission office staff presented a package of administrative items including new policies for accepting donations for the animal control and parks and recreation departments, a proposal to add Venmo as a payment option, temporary hires and pay adjustments, a veterans office lease renewal and several board nominations.
"In your packets that you had received, you had the policy and procedures for animal control department for collection donations for solicitation and acceptance of donations. And you also had 1 for parks and, recreation department," the commission office representative, Sylvia, said. She described the policies as newly drafted and asked for any changes or comments.
Sylvia proposed adding Venmo to the county’s collection methods for parks and animal control. She said Venmo deposits into a Venmo account without card fees and staff would later transfer funds into the county bank account; she said she would draft a resolution and identify required signatories for bank access.
Other personnel items included a request for a temporary janitorial hire to cover staffing gaps and a proposed pay increase for Nick Barfield (details listed in the commission packet). Donald Giles asked for resolutions to make Lisa Thomas a full‑time employee effective in April, to temporarily hire an assistant manager and to advertise for two caretakers; he said evaluations had been completed for the positions.
Sheriff (name given in meeting) asked for a resolution to reclassify Scott Storms from deputy to corrections officer. Nick Bolton, director of the county EMA, requested a resolution to adopt a proposed pay scale change for EMA employees that would include a 3% raise described as part of the budget.
The veterans affairs lease was described as a one‑year retyped lease; staff said the veteran in that office agreed to a one‑year term with an April 1 start and asked the commission to authorize signature. Sylvia also noted a WSFA Hometown News sponsorship request for $2,650; she said she had not yet discussed cost sharing with the city and would follow up.
Sylvia listed nominations for various authorities and boards (Airport Authority, Chilton Water Authority, Central Alabama Wellness) and the commission agreed to set nominations aside for vote under the regular agenda.
Commissioners did not vote on these items at the meeting; staff said they would place the listed resolutions on the next agenda for formal action, and several items (hiring, lease signatures, pay adjustments) require board approval and appropriate bank signatories before implementation.
