Council OKs $138,924 drainage project at Fire Station 48; several rear trees will be removed

The Oviedo City Council on Monday approved award of Invitation to Bid No. 25-22 for drainage improvements at Fire Station 48, awarding the contract to Ovation Company for $126,902.95 and authorizing a 10% contingency for a total project budget of $138,924.50.
The project will install a new 15-inch storm pipe to carry roof drains and regraded yard runoff from the administration building to an existing retention pond. According to staff, the existing corrugated pipe and a rear swale have failed, allowing standing water near the building and occasional water intrusion.
Public Works staff explained the design will include new inlets and grading to capture roof and surface runoff, then carry it in the buried 15-inch pipe to the pond. Staff designer Yergan (Public Works) was present to answer technical questions.
Council members asked about the project’s planned removal of six mature trees in the rear yard; staff said roots appear to have damaged the existing pipe and that removing the trees prevents future root intrusion. “We think the roots probably damage the pipe,” the Public Works representative said, adding that other utilities in the area and maintainability concerns make the buried pipe solution most practical.
The clerk recorded the roll-call vote approving Resolution No. 4582-25: Mayor Mary Sladek, Council member Ott, Deputy Mayor Tucart, Council member Botterford and Council member Bridal voted aye; the motion carried.
Staff said the bid was the lowest of four received, and the contract includes standard contingencies. The project budget includes the 10% contingency; staff recommended proceeding to replace the failed pipe and regrade the area to prevent future intrusion and building damage.
