Oviedo raises ambulance transport fees to align with county rates

The Oviedo City Council voted 5-0 Monday to update city ambulance transport fees and to incorporate those charges into the municipal administrative fee schedule.
Resolution No. 4581-25 repeals the previous ambulance/transport fee resolution adopted in 2011 and sets new rates: $750 for basic life support (BLS) per transport, $800 for advanced life support (ALS) per transport and a $13 per mile mileage fee. The change is intended to align Oviedo’s transport rates with those charged across Seminole County.
Fire Department leadership presented the change as part of routine fee updates. A staff presentation indicated the department currently recovers roughly $700,000 a year in transport revenue against an EMS portion of the department operating budget of a little over $5 million; staff projected the new fees would increase transport revenue by about $60,000–$70,000 annually and that a change of contractor for billing could add another roughly $22,000 a year in savings.
“We're looking at about a 10% gain in rate of return based on discussions and projections from the vendor,” the Fire Department representative said when presenting the proposal. Council members pressed on affordability and collection policy for unpaid invoices; staff said existing hardship and collection policies would remain and that most transports are covered by insurance.
Council member Britton and others commended staff for updating a fee that had not been changed since 2011. The council approved the resolution by roll-call vote: Mayor Mary Sladek, Council member Ott, Deputy Mayor Tucart, Council member Botterford and Council member Britton voted aye.
Staff said incorporating the transport fees into the administrative fee schedule will allow council and staff to review and adjust the charges annually as part of the budget process.
