"We did half of a project with fog seal and half without in order to determine its real effectiveness," one committee member said. Staff reported mixed results: some test sections held up better, while others showed normal chip loss in the first two years.
Staff said chip sealing generally yields a better cost‑benefit than microsurfacing for many local streets, and the committee approved proceeding with the base chip‑seal bid. The motion passed; staff will forward the award recommendation to City Council.
