Committee accepts low bid for Public Works building improvements; project came under estimate

The Monona Public Works Committee voted to recommend awarding the Public Works Building Improvement Project after staff reported bids came in well below the conservative estimate.
"This bid came in way lower than the estimate," Brad, Public Works staff, told the committee. He said the designer recommended award after confirming the low bidder's quantities and confidence in the bid. Committee discussion named KSW as the company the staff had consulted with during bid review; staff said KSW had previously completed remodel work for the city.
Committee members asked about related facility work, including rooftop solar panels that had previously been removed. "We have to revise the current agreement or contracts with Solar Legacy Co‑op," Brad said. "If the city council wants to put them back on, so long as they're not damaged, they can." He noted the modules are not city property and replacement would require coordination with the solar co‑op.
Committee members also discussed whether the savings from the lower-than-expected bid should be applied to other facility projects such as the library roof; staff said budgets and bidding complexities complicate automatic reallocation and final decisions would be up to council.
A motion to approve the bid award recommendation passed; staff will forward the award for City Council authorization.
