Cowlitz County seeks bids for South Cloverdale Road improvements; emergency International Way sewer repair closed under estimate

Cowlitz County public-works staff told the commissioners they will publish two calls for bids — one for annual surfacing materials and one for the South Cloverdale Road and intersection improvements — and reported a completed emergency sewer repair that cost the county $52,600.68.
Susan Eugenis, county engineer, said the annual call for bids covers rock materials used in county work, including rip rap and shoulder rock. “This is our bid. We go out annually, for rock materials,” Eugenis said, noting the county awards to responsible bidders and selects suppliers by cost and proximity when jobs arise.
Eugenis described the South Cloverdale Road and intersection improvements project and the procurement plan to go to bid this season. She gave a project estimate of $9,935,000 and said the funding mix includes county road funds, County Road Administration Board (CRAB) funds, an FHWA STPBG grant and some ARPA funds; the county’s estimated local share is about $3.6 million. The project will widen the roadway with 6-foot shoulders, replace two large culverts (one steel arch and one open-bottom concrete structure), correct curves and lower a roadway approach to improve sight distance at the South Cloverdale intersection. Staff told commissioners the project will likely span two construction seasons, beginning this summer and continuing into 2026. Eugenis also said the county will relocate a conflicting Klamath waterline in areas that intersect with road work.
On a separate item, staff presented a contract-completion report for emergency sewer-gravity-line repair on International Way after the line was nicked. Advanced Excavating Specialists completed the work. The original emergency estimate exceeded $100,000; the final bill was $52,600.68, which covered bypass pumping for the weekend, rental equipment and the repair and road restoration. Eugenis said the county is working with the attorney’s office to determine possible recovery from the party that damaged the line.
Staff also plans to bring a resolution to rescind the emergency declaration on that repair as a consent-agenda item at the next meeting.

County engineering staff said the South Cloverdale work will be a multi-year construction project and will proceed through standard bidding and grant-administration steps; commissioners were told to expect public bidding to begin this summer.
