Burnett warned that tribunal panels that "annul the rights of the children" could feed the school-to-prison pipeline and said board members would be held accountable.
The remarks were part of the public-comment period. The board did not take an immediate action on the points raised during the meeting; Dr. Perry and board members acknowledged the comments and continued with the agenda.
