The proposal was presented as an effort to reduce classroom distractions and to make enforcement consistent across a large high school. “I hope to find a way to help our staff just focus on their job of teaching,” Superintendent Dan Black told the board as he introduced the draft, and he said administrators want students to “focus on their jobs of learning in class.”
